ASCRL issued a statement in response to the Administration’s National Policy Framework for Artificial Intelligence. Our statement notes that the Framework recognizes the central role collective licensing can play in building a functional marketplace for artificial intelligence which mutually benefits creators and AI developers.
The Framework recommends that Congress enables collective rights systems permitting rightsholders to collectively negotiate compensation from AI technology developers, without incurring antitrust liability. ASCRL has long advocated for voluntary collective licensing as an innovative pathway to reduce transaction costs and enable efficient, large-scale licensing while respecting creators’ rights.
In our statement, we wrote, “The Administration’s acknowledgment that collective licensing systems require legal clarity—including appropriate antitrust safeguards—is an important milestone. It reflects a growing consensus that scalable, market-based solutions are essential to ensuring that creators are compensated while enabling continued innovation in AI.”
ASCRL looks forward to working with the Administration, Members of Congress, and stakeholders to advance policies that, by protecting creators, fostering innovation, and supporting responsible artificial intelligence, ensure that the United States continues to lead in technological development and the creative industries.
