ASCRL Endorses the Protecting Consumers from Deceptive AI Act

ASCRL has endorsed H.R.7766, the Protecting Consumers from Deceptive AI Act, introduced by Representative Anna G. Eshoo (D-CA), Co-Chair of the House AI Caucus, and U.S. Congressman Neal Dunn (R-FL), both members of the bipartisan Task Force on Artificial Intelligence. The bill would address concerns raised by the proliferation of AI-generated deep fakes by directing the development of standards for identifying and labeling AI-generated content. The bill would also require generative AI developers and online content platforms to provide disclosures on AI-generated content.

A number of organizations, including Hugging Face, IEEE, the Center for Countering Digital Hate, and the Society of Composers and Lyricists have also endorsed the bill.   

In our letter of support for the bill, we wrote “ASCRL believes the bill would give platforms an incentive to license visual author materials, possibly to avoid or to help them comply with the identification and provenance requirements. It is a helpful step towards the broader task of ensuring that Congress pass legislation to provide for a collective licensing system to secure compensation for visual authors for the ingestion of their work for machine learning by generative AI platforms. ASCRL looks forward to working with Congresswoman Eshoo, Congressman Dunn, and other members of Congress, to advance this legislation.”
