The Preventing Abuse of Digital Replicas Act (PADRA) was introduced by Congressman Darrell Issa (R-CA), Chairman of the House Judiciary Subcommittee on Courts, Intellectual Property, and the Internet, on December 20th. The bill addresses concerns raised by the misuse of digital replicas with AI technology by enacting federal protections against the unauthorized commercial use of the voice, image, and likeness of individuals. Significantly for visual artists, the bill includes protections for the “characteristic of the creative works of the subject person”, safeguarding them from having AI-generated works passed off as their creations.

In addition to ASCRL, PADRA has been endorsed by a wide range of organizations representing the interests of both creators and the tech sector: Adobe, the Business Software Alliance, RIAA, the Motion Picture Association, American Association of Independent Music, Songwriters of North America, Professional Photographers of America, Concept Art Association, and Stability AI.
